12 December 2013 - QE推出容易退出难　金银有望震荡上行 Posted: 12 Dec 2013 02:58 AM PST From:http://gold.jrj.com.cn/2013/12/12063216316034.shtml 出尔反尔的英国央行     拿英国来说吧，英国央行曾暗示，当该国的失业率降至7%时，可能会考虑上调利率。然而，英国经济的强劲反弹态势超过了超出了央行的预期，失业率也迅速下滑。在最为强劲的情况下，英国的失业率在一个月的时间里从7.8%下降至了7.6%。预计2013年一季度，英国失业率的降幅会进一步加大，到时候失业率将至7%甚至更低。     若按当时的设定的失业率来衡量是否加息话，那么英国将在明年步入加息通道？答案当然是否定的，因为如果英国加息，可能导致复苏的经济再度陷入衰退中，这时候英国央行将实际工资水平的攀升作为让利率水平回归常规的潜在触发器。于是推迟升息预期一年，理论上可以提振GDP多达0.75%，提升CPI0.25%，中期CPI预期已经小幅增长。     美联储缩减QE的道路曲折     我们可以看到，美国同样在效仿英国的做法，美联储也不断改变其退出QE政策的目标和条件。一旦当目标实现，他们又会制定新的目标，设定新的触发条件。今年5月，美联储主席伯南克认为，7%或6.5%的失业率将是该行考虑退出QE政策的合适时机。但如今上周公布的失业率已经降至7%，美联储却没有显示出要撤销QE的迹象，而美联储正在考虑是否将失业率目标从之前的6.5%调整至6%。     可以看出，这些央行都在不断的改变其最初设定的退出QE政策的目标和条件。一旦将利率水平削减至零值附近，并开始启动印刷货币的政策，那么要关闭这一大门面临很大的难度，因为如果退出缺乏有效的机制，将会前功尽弃。QE和零利率政策的持续时间比许多投资者最初的预期要长。从日本的量化宽松可以看出，QE政策可能会持续二十年，甚至更长。     美国政府再次关闭风险解除     据《华盛顿邮报》报道，美国参议院和众议院已就一项850亿美元的预算协议达成共识，避免政府在2014年1月15日关门，并且终结了过去三年主导华盛顿议程的预算危机循环。     美国两党达成预算协议，消除了政府再一次关闭的风险，美国经济复苏有望加速。英国最大的零售外汇交易商IG集团市场策略师埃文-卢卡斯周三称："如果协议得到通过，这可能是美国市场走高的下一个理由。这对于美国和全球投资界而言将是另一个积极的宏观的进展。"     CRB指数不断走高     我们从图表上可以看出，CRB指数近期表现强劲，已经上破下跌趋势线，上涨是大概率事件。CRB指数不断上涨，各国的通胀将开始抬头，通缩的局面有望打破，各国央行政策将在2014年微调。从英国央行的前瞻性指引可以看出，CPI将温和上涨，加息的预期在攀升。下图为CRB指数日线图：     金银短期有望震荡上行     美银美林周二在2014年展望报告中指出，预计2014年金银价格将进一步承压，因美联储可能开始缩减QE造成美债收益率上扬。另外，该行建议在明年做空原油。然而，美银美林强调，"尽管黄金在今年发生暴跌，但以我们的观点来看，黄金的牛市尚未结束。到2016年，即便投资者仅购买600公吨黄金，也足以推动金价上涨至2000美元/盎司。同时，诸如一些因素包括矿商投资能力下降以及新兴市场（特别是中国）的买盘逐步走强也将为金价上涨提供支撑。"     加拿大皇家银行（RBC）分析师GeorgeDavis表示黄金近期可能会小幅上扬至1310美元附近，虽有有可能探底至1060美元水平。仍然维持此前2014年看空的观点。     FOMC会议即将在下周召开，一些押注贵金属价格走低的投资者开始解除这部份头寸，以防美联储维持现行政策不变。     我们维持昨日观点，黄金短期上方压力重重，1280美元、1300美元附近均有待考验，后市有望继续震荡反弹并试探以上压力位。白银的走势我们认为，基本面的坚挺将强势于黄金，后市有望试探21美元。     （本文由智通财经分析师Jeff提供，想了解更多黄金白银价格、黄金白银走势请继续关注智通财经网黄金头条） Source:http://gold.jrj.com.cn/2013/12/12063216316034.shtml
